In April 2010, Dr. Verleger responded to the Commodity Futures Trading Commission’s request for comments on its proposed federal speculation position limits. This request appeared in the January 26, 2010 Federal Register. In his comments, Dr. Verleger demonstrated how the growth of oil commodity markets has promoted the accumulation of inventories and helped stabilize prices. He also showed how the success of those markets has aided in the achievement of a long-term energy policy goal. In his view, the proposed position limits would work against the goals of energy policy and the objective of price stability.
