Expected the Unexpected: Implications for the LCFS Program (December 11, 2015)
Dr. Verleger gave this talk as the keynote address at the OPIS LCFS Workshop in San Francisco. OPIS described the address in this summary: "A storm is brewing for obligated parties in the LCFS. The cost curve is pointing up for refiners and other obligated parties. The readopted program could impose an unfunded liability on refiners. Cost impacts are starting to pop up with downstream suppliers are looking to add LCFS costs as a line item. Consequences can be grave, retail gasoline prices in California could be measured in dollars higher than other states."
