Understanding California's Global Warming Solutions Act

California has adopted a sweeping program to reduce the state’s carbon dioxide emissions to or below levels recorded in 1990. This paper examines the program’s regulatory structure rather than the stated goals. The goal is to determine whether the program will reduce global emissions of harmful greenhouse gasses or just shift their location. Note that the analysis here is preliminary and subject to change. All comments are welcome.
