Derailers, the EU Veto over US Processing Canadian Heavy Crude, and Refinery Upsets and East Coast Gasoline (July 15, 2013)

This week's report addresses three distinct issues. First we discuss derailers, which are simple, low-cost devices that can prevent runaway train catastrophes. Next, we turn to the extraterritorial reach of EU regulations. US refiners and producers of Canadian heavy crude may suffer from these. Finally, we examine the impact of a conveniently timed upset at Irving’s New Brunswick refinery. The supply loss caused a sharp increase in East Coast gasoline prices.
